Sealed bids addressed to the Owner and marked with the Project Name and Bid Number will be received at the Place of Bid until the Time of Bid on the Bid Date and then will be opened and read publicly the same date and hour.
Bids received more than 96 hours, excluding Saturdays, Sundays, and legal holidays, before the time set for the opening of bids, as well as any bids received after that time, will be returned unopened.
Sealed bids addressed to OKEMAH PUBLIC SCHOOLS, are requested to perform the construction Work. The Owner will construct under the general contractor method and will be accepting a single bid for all Work required. Pursuant to 61 O.S. § 108, the Owner has obtained a written certification of funds confirming that unencumbered funds are sufficient for the estimated cost of this project.
Work to be completed according to the schedule provided in the Construction Documents.
The Construction Documents are on file at the Owner’s address above and is open for public inspection. Interested parties shall arrange an appointment to review the documents and visit the site. Please do not visit the site without making prior arrangements.
Construction Documents may be obtained from the Architect. Plans and specifications are available in electronic (PDF) format at no cost and in printed format upon payment of a refundable deposit. Printed sets will be refunded in full if returned to the Architect in good condition within seven (7) days of the Bid Opening.
Each Bidder shall submit their Proposal in a sealed envelope plainly marked with the name of the bid and the time of the bid opening. Enclosed with their Proposal shall be executed copies of the Non-Collusion and Business Relationship Affidavits as required by 61 O.S. § 138 and 61 O.S. § 107.2.
Each Bidder shall submit, with the Proposal, a Bidder’s Bond in the amount of five percent (5%) of the largest combination of the Base Proposal and all Alternates. Such Bonds may be in the form of an irrevocable letter of credit, cashier’s check, or bid bond drawn on an Oklahoma bank. Cash is not acceptable.
Bids may not be withdrawn for a period of sixty (60) calendar days after the date of this Bid Opening. The successful bidder will be required to provide Performance, Statutory, and Maintenance Bonds, and proof of Public Liability and Workers’ Compensation Insurance within sixty (60) days of contract award.
The Owner reserves the right to reject any or all Bids and waive any informality or irregularity in any Bids received.

LEGAL NOTICE
The Board of County Commissioners met in regular session in the office of the Board of County Commissioners on May 4, 2026, with the following members present: James Yandell, Chairman; Randy Stubblefield, Vice-Chairman; Mike Yocham, Member; Teresa Harelson, County Clerk.
The meeting was called to order at 9:00 a.m. by Chairman Yandell with the flag salute.
Roll call was taken and a quorum declared.
The Board reviewed the minutes from the prior meetings. Motion was made by Randy Stubblefield and seconded by Mike Yocham to approve the minutes of April 27, 2026, and April 16, 2026. Motion carried. Votes: Yocham-Aye; Stubblefield-Aye; Yandell-Aye.
Safety/Emergency Management Director George Jones advised the Board some 911 lines were having issues and was working with Vicki Atchley to resolve them. He visited with ACCO about volunteers and County liability and was working on a list for the Board. He was pleased to announce Okfuskee County EM was receiving a drone donated by Platinum Cross. General discussion with no action taken.
The Board reviewed check #1154 from OCCED in the amount of $4,200 for dump RO Solid Waste. Motion made by Mike Yocham and seconded by Randy Stubblefield to accept the check to be deposited by the Co Treasurer to the Highway fund D#3. Motion carried. Votes: Stubblefield-Aye: Yocham-Aye; Yandell-Aye.
The Board reviewed check #431103989 from Xerox in the amount of $14.15 for refund on EM account. Motion made by Randy Stubblefield and seconded by Mike Yocham to accept the check to be deposited by the Co Treasurer to the General-ST fund. Motion carried. Votes: Stubblefield-Aye: Yocham-Aye; Yandell-Aye.
The Board reviewed a Proclamation for Oklahoma Home and Community Education Week May 3-9, 2026. Present to promote OHCE were Doris Bear, Diane Laos, Doris Johnston and Brice Callahan. Motion was made by Randy Stubblefield and seconded by Mike Yocham to approve the Proclamation. Motion carried. Votes: Stubblefield-Aye; Yocham-Aye; Yandell-Aye.
The Board reviewed the Officers’ Monthly Reports for April 2026. Motion was made by Mike Yocham and seconded by Rany Stubblefield to approve the Monthly Reports as follows: Assessor $0; Co. Clerk $0; Drug Court $0; Health $0; Sheriff $0. Motion carried. Votes: Yocham-Aye; Stubblefield-Aye; Yandell-Aye.
The Board reviewed the Court Clerk Records Management and Preservation Monthly Report for March 2026 in the amount of $16,962.08. Motion was made by Randy Stubblefield and seconded by Mike Yocham to approve the Report. Motion carried. Votes: Yocham-Aye; Stubblefield-Aye; Yandell-Aye.
The Board reviewed Transfers of Appropriations within the BOCC jail accounts in the amount of $45,000 from Jail M&O; $45,000 from Jail Utils to Jail P/S. The Board reviewed the ODOT claim for attorney fee for Michael Loeffler for the condemnation proceedings on J/P 36123 (04) Parcel 1.0, 1.2 Tony Rector in the amount of $451.50. This claim voids the previous ODOT claim on April 20 due to incorrect attorney name. Motion made by Randy Stubblefield and seconded by Mike Yocham to approve the Claim. Motion carried.
